The blades are made from Chrome-Vanadium and the handles have a foam / rubber grip. "Diagonal" cutters have two V shaped jaws that cut by indenting and wedging the wire apart, as opposed to scissors, which shear. Diagonal cutters can handle much large wires than either shear or flush cutters.
